Summary: Correct LzMessage.xmlEscape

Bugs Fixed:  LPP-3172 xmlEscape uses invalid XML entities (partial)

Details:
    LzMessage/xmlEscape unecessarily escapes `>` and does not escape
    `&`.  Fix that.
