Details: This change prevents possible issues with getInitArg() being called too early.  Otherwise:

Maynard noticed duplicate callbacks.  This version of the patch fixes that by explicitly nulling out the callback field.

LzBrowserKernel - Simplify queuing to only happen up until app startup.

Tests: examples/extensions/html.lzx runs as before across runtimes
