Summary: Make LzDelegate class dynamic for 4.8

Release Notes: In OL 5.0, LzDelegates will no longer be dynamic, meaning they can no longer have properties added on them.

Bugs Fixed: LPP-9087 - lz.Delegate should be a dynamic class for 4.8
