[Laszlo-dev] moving tooltip from incubator to lz/components

So I'd like to  use the tooltip code in the debugger, and would thus like
move the code that's in incubator/tooltip/* to the lz/components directory.

Should
I just do this? It would be nice to be able to assume that anyone who's
using components from the incubator
 in their app is not depending on finding them there permanently...
