[Laszlo-dev] moving tooltip from incubator to lz/components

This is awesome! Out of curiosity, does know how many other components 
have been promoted from incubator, to the rather more distinguished "lz" 
pool so far?

However, this change appears to have made it into 4.7.1, without the 
release notes acknowledging tooltip's successful career move. It would 
certainly be nice for fans of tooltip to be made aware of this change, 
so they could address tooltip by his new title henceforth.

Also, there's a bug with the auto-include for tooltip: LPP-8785
