Summary: fix fileupload compile-error in swf9-nondebug

Bugs Fixed: LPP-8150 (fileupload (incubator) won't compile without 
debug=true in swf9)

Details:
The "file" references are also necessary in non-debug mode, so I've 
moved them out of the $debug-block.
I've also commented out all Debug.write statements.
