Summary: Fix scroll attribute restoration in IE DHTML

Bugs Fixed: LPP-7726 - DHTML: setMultiline() has no effect after init
time

Details: Don't restore scrollTop/Left until the div is attached
again.  Looks like this broke with r13517 (according to svn blame)

Tests: See testcase for LPP-7726 in IE 7.
