Summary: Hand-merge html.onload changes from pagan-deities

Bugs Fixed: LPP-7976 - HTML component doesn't throw an onload event
the first time the iframe loads

Details: html - Ignore onload events when the src is not set.

iframemanager - Remove skiponload property - move testing to html tag
instead.  IE requires statically inserted HTML to receive onload
events from iframes.

Tests: test/extensions/html.lzx shows clears the 'loading' indicator
in IE, functions as before across all runtimes.
