Good question ... I made the patch initially in the 4.2 branch, as
r13205, and then integrated it to trunk.
I needed the skip-pre-commit-check in 4.2, I forget why now.


 And  then when I did the integration to trunk, I copied and pasted
the r13205 svn checkin comment , forgot to remove that line, so that's
why it got checked in that way in trunk...
