OK I propose we default to preserve the cache, because it looks like
lots of people are using lzc.

We should get rid of --keepscriptcache, and only have the
--flush-script-cache option, and it can take an optional boolean arg
to make the behavior explicit if desired.

I'll make an option in lps.properties to control the default sense of
the flag. Maybe something named "compiler.scache.persist=true" or
something.
