Summary: Fix display of components in IE 6 DHTML

Bugs Fixed: LPP-7851 - IE 6 DHTML: components using CSS sprites don't  
show up, e.g. radiobutton

Details: Turn off use_css_sprites quirk when ie_alpha_image_loader is  
on.
