Tucker,

I did some more testing today, the results are documented in JIRA. Do  
you have a good idea how to solve this? Logically it doesn't make  
sense to apply an EOL for a binary file, don't think that works. In  
the end we might just end up with 2 different version of the UTF-16  
files, one for the Unix/Linux world, one for windows.

SVN doesn't support utf-16 with text files, only as binaries, and  
there's no plan to support that in the near future.
