Not approved.
If you change the resource, the first frame of the new resource must be 
displayed. I've attached a new testcase at LPP-7534 to demonstrate this 
behaviour. It works in swf8 and worked in swf9, too. But with your 
change, swf9 displays now the second frame of the second resource ("2 - 
b"), but it should display the first frame ("2 - a").
