Summary: Fix callMethod broadcasting for apps that haven't finished  
loading

Bugs Fixed: LPP-7919 - calling an external javascript from lzx file  
onint doesn't work

Details: Now that callMethod() has its own queue, there's no reason to  
ignore calls for apps that aren't done loading.
