Amy we should split this bug.

5537, the issue with <a> reference is fixed and should be closed.

We should open a new bug:

'Doctool strips markup from attribute descriptions'

This applies to all reference pages.  You could include the last two  
comments from 5537 in the new bug, or xref it.  Te remaining issues in  
LPP-5605 'node reference page problems' are also due to this doc tool  
issue.
