[Laszlo-dev] subversion build instructions

Lou,

I think this warrants larger discussion before we mod the build  
instructions.

Trunk is now devildog and the devildog way was to always build the SWF9
runtime.  For the global audience, does this still make sense?  Should
we fail gracefully (warn but not error) if flex is not present?
