Did you look at the 'binaries' in WEB-INF/bin?  Are any of those  
involved in calling the compiler?  Because, for instance, the 'binary'  
called 'asc' computes FLEX_HOME, but fails to quote it when it uses  
it.  From the comment (which says that it is the 'fdb' launch script),  
I am guessing this is a common pattern they may have replicated.
