Details:
Update the text of the release notes to reflect version 4.0.10
Convert bulleted list of bugs to a table to workaround JIRA limitations
   on generating the bug list. Generated the bug list using a JIRA  
filter,
   then exporting to Excel.
Added the ability to sort the table numerically by JIRA number or  
alphabetically
    by summary
