Hurray, indeed!  So there is magic with JAVA_HOME after all.
tomcat, however it is invoked, has JAVA_HOME set by the time it starts  
up.
And mxmlc.exe requires it to be set, or else it will fail.

Just poking at the tomcat windows executable makes me believe that it  
just tickles a
service, and that service probably runs outside of the usual user  
environment variables.
I don't know how it would find java if you install it in a funny  
location.
