[Laszlo-dev] bugs with weird state for 4.0.3: open, fix for 4.0.3

All of these are marked as fix-version 4.0.3, but are still open. Can  
we delay to Legals (really 4.1 and beyond) or are these stop-ships  
for 4.0.3?

P0: LPP-3575 3.4- Serious Issue with proxy whitelist/blacklist feature

P0: LPP-4215 wrappinglayout construct() method refers to  
args.spacing, which is undefined. should refer to this.spacing

P1: LPP-3988  Redundant 'validate' warnings on binary library compiles
Marked as fix version 4.0.3, but still open; can we delay to Legals?

LPP-2894 CSS: subclasses and instances can't override style  
constraints set on superclass*
.... Tucker, you marked this bug fix version 4.0.3, but we don't have  
a fix for it in legals, so I don't think it can be fix for 4.0.3. Can  
I change this to just fix for Legals?

LPP-3920 lzc -c fails if library contains a splash tag
This is open, but marked fix for 4.0.3, also marked as such by  
Tucker. Can we delay this to legals?

There are several more of these -- what's the story?
