Actually it took me a little bit to figure out what the issue was,  
but eventually all I had to do was move <wrappinglayout/> to the  
beginning of the tag.  Apparently in SWF it needs to be declared  
first, or something?  But you're right - if we're not getting  
consistent behavior between the two, something else probably needs to  
be done.
