I'm having trouble getting the p4 scripts to work in cygwin.  I cobbled this
one together by hand.  :|

I just started working in the Legals code.  The debugger currently implemented
in Legals is a different API than the debugger in other targets.  This brings
them a bit closer together.  

The file is currently in the test folder.  It probably will eventually go into
the main lps folder.  

So, this *is* adding user-visible functionality by enabling existing
functionality in legals.  I filed bug to do this officially -
