[Laszlo-dev] for review, update to version 3 of http commons-httpclient librarry

No good reason, just wanted to try it in a place that is getting lots of
test activity, in order to spot any problems sooner rather than later. It's
not critical for anything as far as I can tell, I don't think it fixes any
known bugs.
