xoffset and yoffset broken for rotation

The attached example shows views with xoffset and yoffset with rotations. The problems I
think I see are:

1) xoffset and yoffset are ignored for positioning.
2) yoffset is ignored for rotation.
3) The effect of xoffset and yoffset seems flipped as far as rotation
goes.

If you have time, could you verify if this is a regression from 3.x or not?

This picture shows that the problem is a regression from 3.4.

This was generated in Safari 2.0.4 on OS X 10.4.10 when compiled as dhtml

Tested in IE7 on Windows running r6938. Rotations now look like they did in 3.4. Bug verified. Re-tested at Willard's request since rotation is not supported in dhtml.
