Use uniform copyright in l-in-10 apps

Only recently changed apps have a copyright notice. Files that have not been touched do not have any copyright notice. Also, some existing applications (ex. events) have a multi-line copyright message. Files checked in to address LPP-3224 use Tucker's simplified, single line, copyright (see scripting/debugger.lzx).

Is there a reason that code has to be uniform? I have updated all files that have copyright to 2007. I'll now go make sure that all files have copyrights. However, I don't understand why a common format is necessary. I would think that it suffice that the notice be legally correct. Changing to uniform format is a bigger job.
